Lao PDR collaborates with Spirit of Endeavour Group on Renewable Energy for Sustainable Growth

VIENTIANE, Laos; 20 May 2016 - Spirit of Endeavour Group will lead a high level consulting group to advice Laos on developing strategies for the adoption of renewable energy as a driver for sustainable growth.

The Government of Lao PDR is committed to maintain a sustainable approach to harnessing the nation’s energy resources for its rapidly growing economic activities. Key priorities in this approach, includes protecting its rich natural eco-system as well as the traditions and culture of its people. This is to be achieved by promoting the adoption of renewable energy by the nation.

This was stated by Director General of Planning and International Cooperation, Laos Ministry of Science & Technology (MOST), Mr Phimpha Outthack at a signing ceremony held in Vientiane, on 17th May, of an Agreement by the Government of Lao PDR with a leading social impact consulting firm, Spirit of Endeavour, which is incorporated in Malaysia and Singapore. The ceremony was officiated by Minister of Science and Technology of Lao PDR, Professor Boviengkham Vongdara, and also witnessed by Ambassaors of Malaysia and Singapore to Lao PDR, together with the Vice Ministers of MOST.

This Agreement is for MOST to collaborate with Spirit of Endeavour to develop long term strategies and activities to develop a sustainable renewable energy sector for Lao PDR.

Underlying this strategy is a plan to develop a programme to enable the adoption and adaptation of new science and technological innovations to fast track the growth of its renewable energy sector in ways that are socially and environmentally sustainable. The goals of this programme are to:

  1. Develop demand strategies that will drive usage of renewable energy. This is key to internalising the potential growth benefits.
  2. Establish platforms for innovations and commercialization opportunities.
  3. To overall advice and assist MOST to spearhead projects and activities that can grow the consumption of renewable energy to be at least 30% of total energy consumption by 2025.

According to Mr Phimpha, “Although we have large untapped resources to meet the energy requirements of our nation, we aspire to maintain a harmonious balance with the natural environment. We do not want to experience ecological damage that is seen in many other nations. Our goal is to drive our country to prioritize renewable energy as the preferred choice. Sustainability is the key to achieving our aspiration”.

At the event, Executive Director of Spirit of Endeavour, KV Soon said, “The Agreement will also explore potentials for economic developments. Investment in renewable energy is also gaining global interest. Investments in renewable energy exceeded USD 300billion in 2016 from various sources such as Corporate R&D, Government R&D, VC/PE, Public markets, according to Bloomberg New Energy Finance. With the growing global interest in renewable energy, we look forward to developing strategies that drives social-economic initiatives".

Towards realising these goals, the MOST- Spirit of Endeavour collaboration will immediately look at forming a high level team consisting of key MOST officials as well as a team of consultants from the Spirit of Endeavour network to commence charting out the implementation approach.

This process will look at internal as well as external factors and will also study the necessary legislation, policy initiatives that will be needed, as well as capacity building involving relevant stakeholders including government agencies as well as institutions of higher learning.

Eventually, community outreach and engagement will also play a vital role as there is a need to instigate the public to embrace the call for adoption of renewable energy in their daily life. Current consumption of renewable energy is still at relatively low levels. Changing mind sets and attitude is vital for the country as a whole to embark on a journey to progress based on this platform of sustainability.

Moving forward on this approach, Spirit of Endeavour’s team of consultants from Singapore and Malaysia, will guide MOST in developing and implementing the strategic planning. A core focus on this initiative is the introduction of new science and technology platforms that will be relevant to the Lao PDR experience.
