He was a highly skilled Consultant with expertise spanning e-Governance, strategic IT planning, and enterprise architecture. But what truly distinguished him was his instinct for building bridges—whether between government agencies like Singapore's Ministry of Home Affairs and Vietnam's State Bank, or between technical concepts and practical implementation.

Cuthbert's international impact is profound. He served as Technical Advisor for Vietnam's General Statistics Office under the World Bank's ICT Development Project and brought this global perspective to his work as an e-Government Trainer for the Singapore Civil Service College, and as an adjunct lecturer at the Institute of System Science.

Behind his impressive credentials—Certified Privacy Information Technologist, TOGAF practitioner, COBIT 5 foundation certification, and Advanced Certificate in Training and Assessment—Bert was, above all, someone who genuinely connected with people. As a senior member of the Singapore Computer Society and a frequent speaker at regional conferences, he didn’t just share knowledge; he fostered community.
